New bonsai

Bought this new bonsai, some wire, pruners and branch cutters. Complete novice. Can someone please offer me guidance where to start to shape the tree.

Well it is not a bonsai, it is a garden shrub which might in years to come be a bonsai. I can't tell what species it is from the pictures it might be deciduous. You will not need to wire this plant. You need to find out what species it is before doing anything more than watering it. It also I would think need to be outside where it will get sun.

It’s a Chinese elm. So I do nothing with it then?

It's a chinese elm. And as I can see it's outside.
Watch some videos about repotting, get proper soil, get a proper pot. Repot.
You don't need to wire chinese elms (at least for now).
You have some lower branches with which you can work there. I would keep those and get rid of all the big stuff to get taper, angles and ramification.
But for now, get some info about this art. You first need to understand how to keep it alive.
