Decided to splash on a new tree, it's a Chinese elm that's seven years old. Now it's here, I don't know if I should prune it, or leave it alone?

Leave it alone.
Get it outside when possible.
Let it get used to its new surroundings.
Get it healthy and thriving before doing anything.

HI. This plant has spent too much time being unhappy. The new growth is sparse due to lack of sunlight. So focus on getting this happy and healthy. DO not trim till mid spring.

Naturally, you cannot move this outside untill frost is over. Next year, keep it outside in fall and you can keep it outside till at least -10C, which will help enourmously in keeping it happy.

I've put it in a window, and will water when the top soil is dry, should I fertilise? Hopefully it will eventually recover

I also have an led growth light, should I supplement it's light with that?

Do not fertilize before spring and only fertilize healthy trees.

Do not use growth light. Focus on keeping it alive until spring and then put it outside and leave it there.

If you want, you can add a grow light till spring, just to give it a little extra umpf. If they are not LED lights, be carefull with the heat generated. I would put it at about 10hrs on per day. It is not strictly needed.

Fertilizing should be done only sparingly for now. Your plant is in normal soil which retains a lot of nutrients. As you do nto know what happened from a fertilizer perspective recentely you do not know how much fertilizer is built up. So if you fertilize, only use a little bit, well below the recommended dosage and not too frequent. Plants get their energy from sunlight. Fertilizers are only building blocks of which a small plant does not use a lot unless healthily growing..
