Yes, it is an Ume, weeping style.
But there is no need for training the branches down, it's a naturally occurring plum tree variety in Japan:

we have very mild winters here in southern cali and my willow still has die backs every year. i have to especially watch out for leaf scorch, it does not like intense mid day sun.
