Why is this happening. I’ve had this tree for two years now and this is the first time that I have come a crossed this.

My bet is fungal infection, but wait someone who’s more experienced. Around what percent of the foliage are affected?

I’m guessing probably around 1/4 of the leaves maybe a little less. It seems to be getting increasingly worse though. I’ve beem spraying the tree with neem oil I mixed up to see if that helps.

At my knowledge, the neem is insecticide. If it’s fungal infection, you’ll need fungicide. I would look up the product according to your tree, cause I know, some species can give bad reactions for (example) systemic solutions. the tips can be due to fertilizer and salt buildup: The cells at the tips die, and fungus kreeps in, spreading the dying.
The mid-leave damage looks like sunburn to me. Did you move / trim / wire it in the weeks before the damage occured?

It has bee extremely sunny. Sometimes I move it to get a little more morning sun and then put it back in it normal spot. That is definitely a possibility.
You mentioned salt build up. Is that from using tap water to water my plants?
