I don't water it but every three weeks or longer, but all my leaves are falling off and some of the branches are limp.

Sorry, but no. This is a young jade plant, kept as a house plant, and hasn't got much to do with bonsai.

Don't overwater it. 3 weeks should be OK though... does the soil stay wet or does it dry?

So when my Jade plant ages and I artificially keep it small it will still not be a bonsai?

Nope. A bonsai is not just a small plant in a pot. But this has been discussed often enough on this forum.

Guess it's not getting enough light then.

You think I've not read that? Your plant is just that: a plant. It has no artistic value, it does not resemble a mature tree in nature.
