Taken over a bonsai that needs help!

Hello all,
My mother-in-law has decided to toss this bonsai out side and ignore it because she got tired of taking care of it... Since I found it I've been trying to figure out what kind of bonsai and nurse it back to health. I think it may be a Buxus but I'm not sure...
In trying to bring it back from the brink I think I am just slowing the death process. It has some kind of fungus like growths at the base and the leaves aren't looking any better after a week.
Can anyone tell me what I'm doing wrong? Or give me any tips? I've never cared for a bonsai before so I'm just kind of winging it.

This one is already dead. Seems it was an azalea.
