I believe that this is a Ginkgo Tree. Is this a true bonsai?

This is indeed a ginkgo. This species is often used for bonsai.
Your plant is still way to young and undeveloped to be called a bonsai.

Bearing in mind that I am 67 years old, will I live to see it be a bonsai?

That particular plant probably not, Ginko are usually grown straight not with a sharp bend, It also needs to be in a much bigger pot or in the ground for a while. Or you could buy a much older tree that has a trunk and branches.

I think in order to grow this into a size that you would have a real trunk, you would need some 5-10 years in the ground. Then only can you start building branches. So is it impossible.. No, but it is a challenge.
As for the shape, it is true that Ginkgo are often grown with a straight trunk in a flame shape. I personally am at the same stage as you are with yours, and I have also wired a seedling to get a more interesting trunk. I however, have a few year less on my lifeclock than you, so better hopes of seeing it through to the end.
