I collected 2 Texas Persimmons in Feb. 2 weeks later one started to bud. 4 weeks later the other started to bud. Jump ahead 4 months. One is growing like gang busters. The other is not showing any new growth. It is alive but no new growth. On the same watering and fertilizing plan as the other, but no new growth. I even moved it so it is in the shade but 1 pm, but still nothing. I have no answer as to what is happening. Any help would be appreciated.

Ronald, could be the roots at the time you collected, could be the tree itself (weaker than the other), could be a longer period of adaptation for the second tree.
Can you take some pictures of them and post here? It helps.
