Clicio mentioned it a topic ago, and while he mentioned it:
You may know I was banned for 2 weeks. There was a reason for that - but there are absolutely no hard feelings from both sides. We continued to communicate about the forum and how we should deal with the large amount of new people asking the same questions over and over again.
Oscar does not really want to post a FAQ. He feels more for a standard reply that deals with most of the real beginners questions.
Clicio already gave some good examples. This should be a team effort as the regulars know quite well which are the most repeated questions.
So, the question is:
Who wants to help set this up?

I could probably help.
Oscar could lock the subject once we are happy with the content, and we post the link below every newb question that is answered by the post. We should probablyu start with an informal FAQ I suppose.

Thats what I was curious about. Locking it in place is a good idea.
Simply a topic about FAQs will go unnoticed for newbies even though the title would say 'hey begginers, come here'
