Can someone identify this bush/tree? I saw it growing on my street. Looks suitable for bonsai grow, what you think?

Looks like a spindle species. Eonymus. It is very infected by something though.

I guess so, doesnt look good. It stays outside without anyone gives care to it. Do you know what could help it?
