This is where wire commes in. And/or a change of potting angle. Depends a little of the tree. Just cutting of roots is tricky with juniper as there is a strong link between roots and specific branches.

I am a newbie to bonsai maybe about two seasons. My zone is 9. My plan from everything I have read is to try to do the following.
Buy pre-bonsai stock (bulb pots)
Report per the plants season (back into a bulb pot
Learn how to wirer, water, feed and kept it alive before trying to set it into a bonsai pot.
any help or guidance will be a welcome, thanks to all.
Should I move the juniper more to the side/back of the bulb pot??? thanks again.

That's an excellent idea. Your trees need to be healthy and strong before you start thinking of training them.

Not sure what you mean, but that doesn't seem relevant yet. Ideally, you would be growing them in full soil.
