Not exactly.
Tapering means something is thick at the base, and grows thinner gradually going up. This goes for the roots, the trunk and the branches, they all should taper.

I'm not sure if you are referring to the tree I posted in this topic, but this is NOT a good bonsai and I don't find it pretty at all.

Yes that's the one. I really don't see anybody paying very much for it. It would make a nice beginner project.
