This top died out and I repotted the plant...it's over 30 yrs old...is it bonsai worthy? How should I trim to get top growth to migrate to the very top.

If you want the growth on the top of the tree just cut anything above it. Easy.

Hey, this looks like a Dracena, I think they're not suitable for propper bonsai, they don't get "woodie"...
But many people design Jades for example, to look like a tree, and that's ok, I have some myself and it's fun...
So if you want, you can apply some techniques to make it look like a tree, and if you google "Dracena 名媛直播" you can get some nice ideas to your plant...

Just to add, they also make good Kokedama or maybe Kusamono.
