Hello, I'm a complete beginner and I was looking at purchasing one of your kits.

I live in the northern US and currently we're in the late winter months. If I get a juniper starter kit delivered will the tree be in a dormant state? If not how should I handle it going into the spring months?

Hello! You can best reach us by email - but to answer your question here: it would indeed be dormant, and start its new spring growth in early spring. Best wait with any pruning, repotting, wiring until spring!
