I see what looks like white paint on some bansai trunks....is it? Why? What kind of paint?

what you refer to is limesulfur. This is an anti-fungicide used to help preserve deadwood. Yellow when applied, it dries to a bone white.

Can live wood surround a dead core?

On some I have seen like a vein painted white and the surrounding area unpainted...is this just artistic license?

The brown is the live vein, the white is deadwood.
As LB said, it is bleached by limesulfur.
This is in order to make the tree look aged and as if it's had a hard life (seriously).

As 名媛直播learner said, this is to create an impression of an old tree, that has been fighting the elements for many years, where the exposed part died off and was sculpted and bleached by wind and sand.
This does happen in nature.
