I have until spring to figure out a plan in regards to this guy. Any suggestions

Sorry if this is not what you want to hear, as I'm not going to tell you what you should to but rather what I would do.
That is: not much.

That plant seems to have a certain amount of juvenile foliage, so I'd probably just leave it alone for a season or two.
But even with that set aside, I'd simply clean up the obvious stuff (reduce to bifurcations, remove crotch growth, remove growth coming directly from the trunk, etc) and, again, leave it there.

Seeing it cleanly after the cleanup, day after day, would bring ideas until you have a final "click" and see something you've been missing up to that point.

At least, that's how it works for me.

That's kind of my plan. I would of done some of what you said already but I'm not trying to put more stress after the root reduction which was successful and winter is pretty much upon us in southeastern Pennsylvania. A lot of the juvenile foliage you see in the picture is new growth since reducing root. I am having a struggle with the twin movement. They do move together. Just don't see it yet. I'll try to keep this going as I progress.

Yes: you do not have untill spring, you have untill you come up with a plan. Nobody tells you to do anything in spring except you. Dont stress, the plant is not going anywhere, what is another year, or even two...

I have all the time to have my aha moment with this tree. I thought someone may have been challenged with the trunks and have a different way to approach. Do I make one dwarf in the others presence, do I create two different apex, or do I create massive deadwood and use Shari to connect the two. I guess ill keep thinking and drawing from what I see

Sit back, relax, look at your tree, turn it around, look a bit more, repeat. Dont do anything untill you know. Part of the fun.
And: often there is no wrong or right, its your tree, and your decision.

That’s where you need that eureka moment.
I’ve been wrapping my head around what to do with a with a much smaller juniper with dual trunk and ended up with a semi cascade I’m enthusiastic of right now but that I failed to see for more than an year.

Take your time, the solution will come.

FWIW I have a difficult itoigawa that has been with me for 6 years by now and I’m still unsure what to do with it

The semi cascade option has come to mind but I really think because my tree has a natural symmetry, that I should really take my time with it and wait to find what the tree wants to do

I'll echo lucR and others, but add one thing.

Instead of looking at the tree all winter, get out to the woods or other places and look at the trees growing there. Look at mountain sides to see what the trees there look like. Take some pictures. Compare your tree to the pictures. Can you make yours look like that one? How is yours different?
