You should leave your juniper alone now to let it gather energy. Don't mess with it til July. Fertilize and fertilize. Get some organic fert. (Big box stores carry the Espoma line with products like plant tone, holly tone, cottonseed meal, etc. Plant tone or cottonseed meal would be great. (Fert is always a controversial subject and likely to draw comment. However, both of the products will work, are available at local retail, nurseries and box stores and reasonably priced.

One important thing to do, later in season, is to prune the ends of the branches to try to chase foliage closer to trunk. (I would do this gradually and it will take a few seasons. Avoid having the pom pom look

On top of the excellent advice before: You need backbudding on the bare branches. They are not too long, and without foliage. This is achieved through the actions described above. Just make sure you get sunlight on the bare branches. If you get explosive growth in combination with sun on the branches, then you can hope for some buds on the inside. Ensure that once you get green, the keep getting a fair amunt of sun to get stronger.

At this point your focus should be in backbudding. I see the bonsai in the main trunk, and perhaps a little bit of the current branches. The rest will eventually have to go, I think. For backbudding you need growth and foliage.
