I've had my tree inside for the winter and as spring rolls around I'm getting ready to repot and go back outside. As I'm pretty new to this, can someone tell me how im doing please?

I'm quite surprised your juniper survived inside all winter.. It is difficult to tell from the colors if that is the case... usually they don't last more than a month indoors... often shorter... was the room you had it in unheated?
As far as the quality, it is difficult to tell anything from the pictures other than it is a fairly young juniper.

I didn't know if I should leave it outside as it gets well below 0 in iowa. And our back room is pretty cold. Around 60 degrees. I did some reading because I was worried and a common test is to scratch the base and see if its green. And the trunk is still rather green.

And, should I put it outside? We still have a fair bit of winter left before its consistently above freezing during the day and at night.

60 F is really not cold, to a tree, even a tropical tree.

And, the scratch test should only be used to verify that the tree is dead as a post. Breaking open the bark of a live tree opens a door to bugs an disease.

have a look here:

You'll have to convert the temperatures to Fahrenheit.

I'm not sure if I would put it outside now... if it has been in all winter...

Colors look off and the plant looks weak. Could be from being indoors, could be it's the photo.
Can't tell if 0 F is cold, I only speak C.

0F is about -17C. So yeah. It is cold.

Always surprised how people in F world cannot convert to C, and how people in a C world cannot conver to F.

Plants that are not dormant and are not acclematized to cold temperatured should not be put in an environment with frost

Thank you all!! I've decided to put it outside. It shouldn't get overly cold for a week or so, so hopefully it has a bit to accommodate. I've put a heating pad under the pot to ward of some frost.
