Too much fertilizer can harm a plant. So a plant that is not growing, should not be heavily fertilized. However, fertilizing a little is no problem
The plant on thee picture looks healthy to mee. How many leaves are falling, and where? It is NORMAL for leaves to drop from the lower -older- sections of the plants. It is normal to drop leaves if you move them around. It is normal that younger leaves are brighter than older leaves.
Your tree does not look like a plant in distress.
