Your topic title and the question is totaly different..

Your tree is JUNIPER

And the cobweb well it could be a spider or not, just rid of it quickly

The juniper you have there is having problems with spide mite, by the look of it. Tiny little spider-like creatures that live of the sap of your tree. The juniper should be outdoors, which should take care of the problem quite quickly.

I live in Oklahoma and the weather is crazy one day it cold next it's hot kinda afraid to put out but I am moving to San Antonio area within the next month I have the tree since feb and was told to water every four days but am I suppose to be doing more?

hey

in bonsai, you can't just say "water every 4 days"

you have to look ate your tree every day and check the soil to see if it needs water..
also, put the tree outside.. it's a tree after all.. and some colder weather won't kill your tree, keeping it inside will.

Tell what by the picture? It's obviously a juniper..they need to be outside or they will die. lol

haha...my bad. I meant to quote leatherback and ask how he/she knew there was an issue with spider mites just from the picture.

The type of webbing looks a lot like spider mite webs. Furthermore, I see a juniper growing indoors, that triggers some clues too.
