Hello, Attached is picture of my bonsai. I had it many months without any visual signs of issue.
Several weeks ago I noticed some small green pieces falling off and then some small amounts of browning started. Several days ago I put it outside hoping it would help but it's rapidly progressed. Any advice would be appreciated.

Well, if it was inside untill now that is the cause of the problem. There is no such thing as an indoor tree, and certainly coniferous species hate being inside.
The only thing you can do is place it outside, keep it there, dont fiddle with it and remove those pebbles,they prevent water from entering and you from asessing how wet/dry the soil is

Ok,will do. I'll remove the pebbles and not mess with it. Just to make sure there's no misunderstanding. The tree has gotten considerably worse looking since being outside the last several days or so. I don't know if that's just coincidental timing. Obviously if it's outside and it rains, I can't control the water intake but generally I was watering twice a week at most and the water drip plate had been dry for three or four days before attempting to water again but I will take pebbles off to better assess soil.

Remove that drip plate, it's useless. Keep it outside, when it rains it rains, when its dry check the soil. When you water, use a garden hose or a watering can untill water spills from the drainage hole underneath.
Of course it became worse, your tree was inside. It is probably dead/dying but because it's coniferous it takes ages to become brown ( hence us putting pines in our homes for xmas...)

I live in the North East so it's cold five-six months out of the year. What is recommended place for tree in winter time?

In winter....outside covered in snow. Maybe protected from strong winds.

Btw. This is an international forum. North East says nothing really. I live in South West, can you guess where I am?

lol, no. I'm in the northeast area of the United States. I guess it doesn't matter,cold is cold no matter where in the world. It can get below zero and stay in below freezing for weeks so I wasn't sure outside was alright.

Yes cold is cold anywhere. But snow protects very good. We get a lot of minus degrees without any snow. That is the only occation I protect my junipers. This winter they were out one night at -16 and mowed to the unheated part of the greenhouse after that. Still alive and doing great. But I would not take a chanse to leave them much colder. Better safe than sorry.

If your tree is covered in 50 cm snow, there are no limit at what outside temperature they can take. Below the snow is no colder than -5.

I am in Sweden by the way :)
