Unknown bonsai

I have tried in vain to identify this tree which was found in the forgotten plants section of a bonsai nursery. I have tried for years to identify so that I can best care and cultivate the unusual bonsai that I think this could become. It is an extremely slow growing plant that I have watched for over 4 years without success at making it thrive. Can you please help me find out what this is and make it thrive?

These are a little out of focus. On your phone, load Google Lens, take a picture of the leaves, maybe like #4 above, and see what Lens says it is.

Thanks but no better. Each of these little buds(needles?) measures less than a 1/16th diameter so until I get a much better close up lens this is the best I can do. Total height of this tree is less than 9 inches which is why I wanted to bonsai it.
