Dead Chinese Elm?

I've a Chinese Elm that I hope can be recovered. I've done the scratch test to see if it is dead and unfortunately it seems that way. The tree is about 15 inches tall, the first five inches are still moist and green when the bark is scratched, after this its just brown and dry... is there anyway this can be saved?
The tree is indoors, in a cool room.

Is it possible to do drastic pruning and take it back to living trunk?

Place it outside, not in direct sun, water regularly and hope ( but 99% sure its dead). No fertiliser!!!!

But I get it...
It was a present. I won't give up on it or bonsai in general.

Not really, mallsai is a common term used to describe the plants that are mass produced ( by the thousands) all look the same ( s shape) and are sold as bonsai in malls/and common garden centres.
Take your time to look around here in this forum,loads of good info to be found if you are interested in really starting with the art

Not at all. The term has got nothing to do with who owns the plant, but how and for whom it was produced.
I'll add the 1 procent: it's 100% dead.
