No it's not.
Older needles at the base of the branch turning brow is completely normal.
This is a healthy looking very young juniper. It is not a bonsai, just a young plant.

Mine are in full sun. I never mist, I think that's useless; the water evaporates quickly. If you're referring to water droplets functioning as a lens, causing sunburn: that's a myth.
