It's a young plant and they recover fast (5 years, let's say).

-5F with -20F wind chill. Can it survive with these temperatures?
Also, do I need to do anything to the wound on the tree?

As for treating the damaged area; I would leave it as is. Juniper generally do not really grow over these places so cutpaste has no function here, I would say.
