flowering dwarf Korean Lilac pls help!

I am a complete newbie...my sister gave me this lovely tree for my birthday. But although it bloomed in April, it doesn't look so good now. I have had it inside and I have tried it outside in shelter. It seems like it might be water logged.... or something.

Put it outside i the regular weather, and slowly expose it to more sun.
Trees belong outside. Inside they will-as you have learned now- die.

I have one for the last 11 years. Outside out of the wind. They will get sun burnt and loose leaves between end of Aug and Oct. depending on zone. If you didnt do too much harm it might bud out in spring after it has been dormant for the winter. water when dry, put in well draining soil.

what kind of soil should i use to transplant it back in its own pot? i think it might be waterlogged

IF you want to bare root your plant and repot it (is it the right season to repot in your area?), use a good fast draining bonsai soil.
IF you want to keep it as it is, and just slip pot it, keep reading below.
Try to keep most of the original soil around the rootball if possible, scrape off the sides of the rootball with your hands or a chopstick, keep the root tips moist during the process.
Then fill the botton and the sides of the pot with a good draining substrate (bonsai like).
Use the chopstick to fill down any air pocket remaining and water the pot.
Keep watering the "new" soil around the original soil more often than the old mucky rootball soil, until new roots grow inside the new soil (some months depending on the species).

Why do you think itis waterlogged?
And why repot now? Why not just wait till the right time for repotting, and adjust your care now instead..

Ok... that makes sense. I will partially add some good soil around the edges.... I just feel like I HAVE to do something rather than ignore the fact that it is feeling damp all of the time...water or not. Thank you so much

I don't know if 'waterlogged' is the correct description ...it has stayed damp for a long time and I haven't watered it because I was worried I would over water.

Without leaves, the plant hardly uses water. As such, the soil does nto dry out.
As a rule of thumb, do not make drastic changes when a plant is not healthy. Always first figure out what is wrong, then act upon those points. In yours case, you have been keeping the plant in a bad environment.

Guess who is back!!! I didn't think she would pull through, it seems that all I had to do was move her place to give her a little more sun...and just leave her alone.She immediately took to her new spot and started to show new leaves. I am really relieved.
